Enlightened mill-owner Robert Cookson forsees the collapse of the traditional woollen manufacturing industry and proposes a limit to the growth of machine powered woollen mills employing non-apprenticed labour. Parliamentary reports of this period are rare. It was not until 1836 that provision was made for their sale to the public. A very clean copy.
