Inspectors reports includes examples of children being sent to work with forged certificates falsley stating they were old enough to work. Much on factory system in Prussia where it was recongnised that the physical development of children was adversely affected by long working house. Prussian laws gave children three years education before employment whereas in Britain, school & factory were closely associated. A clean copy.
